Region Proposes Major Changes to 100 Victoria Encampment Bylaw in Kitchener

The Region of Waterloo is proposing major revisions to its encampment bylaw at 100 Victoria St. N. in Kitchener, the future site of the Kitchener Central Transit Hub.
The changes would delay the Region’s takeover of the property until April 1, remove the ability to issue trespassing fines of up to $5,000, and introduce written housing offers for people who lived at the site before April 16, 2025.
Those residents would be guaranteed an Individual Housing Plan, including alternative housing, social supports, transportation, and storage for up to six months. People who moved in after that date would be connected to the Region’s housing support system.
The bylaw is currently before the Ontario Superior Court of Justice, with hearings scheduled for February. Public input sessions begin this week, ahead of a special Regional Council meeting on Friday.
